Abstract: Recent changes in the
telecommunications industry, including
deregulation and technological
developments, have caused borrowers
and other organizations providing
telecommunications services of Rural
Development, to consider undertaking
projects that provide new
telecommunications services and other
telecommunications services not
ordinarily financed by the Agency. To
facilitate the financing of those projects
and services, this program helps to
facilitate funding from non-Agency
sources in order to meet the growing
capital needs of rural Local Exchange
Carriers (LECs).
Estimate of Burden: Public reporting
burden for this collection of information
is estimated to average 1 hour per
response.

BROADCASTING BOARD OF
GOVERNORS
CLOSED MEETING: The members of the
Broadcasting Board of Governors (BBG)
will meet in closed session to review
and discuss a number of issues relating
to U.S. Government-funded nonmilitary international broadcasting.
They will address internal procedural,
budgetary, and personnel issues, as well
as sensitive foreign policy issues
relating to potential options in the U.S.
international broadcasting field. This
meeting is closed because if open it
likely would either disclose matters that
would be properly classified to be kept
secret in the interest of foreign policy
under the appropriate executive order (5
U.S.C. 552b.(c)(1)) or would disclose
information the premature disclosure of
which would be likely to significantly
frustrate implementation of a proposed
agency action. (5 U.S.C. 552b.(c)(9)(B))
In addition, part of the discussion will
relate solely to the internal personnel
and organizational issues of the BBG or
the International Broadcasting Bureau.

this meeting dealing with pre-decisional
changes to the Commerce Control List
and U.S. export control policies shall be
exempt from the provisions relating to
public meetings found in 5 U.S.C. app.
2 sections 10(a)(1) and 10(a)(3). The
remaining portions of the meeting will
be open to the public.
