SUMMARY: On November 27, 2006, the Department of Commerce (‘‘the Department’’) initiated an administrative review of the antidumping duty order on carbon and alloy steel wire rod (‘‘wire rod’’) from Trinidad and Tobago for the period of review (‘‘POR’’) October 1, 2005, through September 30, 2006. We preliminarily determine that during the POR, Mittal Steel Point Lisas Limited (‘‘MSPL’’) and its affiliates Mittal Steel North America Inc. (‘‘MSNA’’) and Mittal Walker Wire Inc. (collectively ‘‘Mittal’’) did not make sales of subject merchandise at less than normal value (‘‘NV’’) (i.e., sales were made at de minimis dumping margins). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (‘‘CBP’’) to liquidate appropriate entries without regard to antidumping duties.     The Information Systems Technical Advisory Committee (ISTAC) will 
meet on July 25 and 26, 2007, 9 a.m., in the Herbert C. Hoover
