soliciting public comments to permit
the Department to:
• Evaluate whether the proposed
information collection is necessary to
properly perform our functions.
• Evaluate the accuracy of our
estimate of the burden of the proposed
collection, including the validity of the
methodology and assumptions used.
• Enhance the quality, utility, and
clarity of the information to be
collected.
• Minimize the reporting burden on
those who are to respond.
Abstract of proposed collection: The
Form DS–203 is necessary to document
imports of shrimp pursuant to the State
Department’s implementation of Section
609 of Public Law 101–162, which
prohibits the entry into the United
States of shrimp harvested in ways
which are harmful to sea turtles.
Respondents are shrimp exporters and
government officials in countries which
export shrimp to the United States. The
DS 2031 Form is to be retained by the
importer for a period of three years
subsequent to entry, and during that
time is to be made available to U.S.
Customs and Border Protection or the
Department of State upon request.
Methodology: The DS–2031 form is
completed by the exporter, the importer,
and under certain conditions a
government official of the exporting
country. The DS–2031 Form
accompanies shipment of shrimp and
shrimp products to the United States
and is to be made available to U.S.
Customs and Border Protection at the
time of entry.

SUMMARY: Notice is hereby given of the
following determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), Executive Order 12047 of March
27, 1978, the Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999 (64 FR 56014),
Delegation of Authority No. 236 of
October 19, 1999 (64 FR 57920), as
amended, and Delegation of Authority
No. 257 of April 15, 2003 (68 FR 19875),
I hereby determine that the objects to be
included in the exhibition, ‘‘Lucy’s
Legacy: The Hidden Treasures of
Ethiopia,’’ imported from abroad for
temporary exhibition within the United
States, are of cultural significance. The
objects are imported pursuant to loan
agreements with the foreign lenders. I
also determine that the exhibition or
display of the exhibit objects at the
Houston Museum of Natural Science,
Houston, Texas, from on or about
August 31, 2007, to on or about April
20, 2008, and at possible additional
exhibitions or venues yet to be
determined, is in the national interest.
Public Notice of these determinations is
ordered to be published in the Federal
Register.
