2007, until on or about September 30,
2010, and the exhibition or display of
Paul C?zanne’s ‘‘A Modern Olympia’’
from on or about September 17, 2007,
until on or about January 30, 2011, in
the Nineteenth-Century European
Paintings and Sculpture Galleries, The
Metropolitan Museum of Art, New York,
New York, and at possible additional
exhibitions or venues yet to be
determined, is in the national interest.

SUMMARY: This notice conveys the
Federal Transit Administration’s (FTA)
Final Guidance on New Starts/Small

Starts Policies and Procedures. This
Policy Guidance complements FTA’s
previous Guidance on New Starts
Policies and Procedures, dated May 22,
2006, by providing further updates and
enhancements to the procedures for
project planning and development
necessary to receive New or Small Starts
funding. This notice also announces the
availability of FTA’s Reporting
Instructions for the Section 5309 New
Starts Criteria, which must be followed
when reporting New Starts information
for evaluation during the FY 2009
project evaluation cycle, as well as for
any requests to enter into preliminary
engineering, final design, or a full
funding grant agreement until further
notice. Finally, this notice provides the
schedule for reporting of information for
FTA’s FY 2009 New Starts budget
evaluations.
EFFECTIVE DATE: These policies and
procedures will take effect on June 4,
2007.
