ACTION:
The Department of Justice (DOJ),
Bureau of Alcohol, Tobacco, Firearms
and Explosives (ATF), will be
submitting the following information
collection request to the Office of
Management and Budget (OMB) for
review and approval in accordance with
the Paperwork Reduction Act of 1995.
The proposed information collection is
published to obtain comments from the
public and affected agencies. Comments
are encouraged and will be accepted for
‘‘sixty days’’ until July 30, 2007. This
process is conducted in accordance with
5 CFR 1320.10.

collection:
(1) Type of Information Collection:
Extension of a currently approved
collection.
(2) Title of the Form/Collection:
Application to Register as an Importer of
U.S. Munitions Import List Articles.
(3) Agency form number, if any, and
the applicable component of the
Department of Justice sponsoring the
collection: Form Number: ATF F 4587
(5330.4). Bureau of Alcohol, Tobacco,
Firearms and Explosives.
(4) Affected public who will be asked
or required to respond, as well as a brief
abstract: Primary: Business or other forprofit. Other: None. The purpose of this
information collection is to allow ATF
to determine if the registrant qualifies to
engage in the business of importing a
firearm or firearms, ammunition, and
the implements of war, and to facilitate
the collection of registration fees.
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: It is estimated that 300
respondents will complete a 30 minute
form.
(6) An estimate of the total public
burden (in hours) associated with the
collection: There are an estimated 150
annual total burden hours associated
with this collection.

Cooperative Research and Production
Act of 1993; Semiconductor Test
Consortium, Inc.
Notice is hereby given that, on April
3, 2007, pursuant to Section 6(a) of the
National Cooperative Research and
Production Act of 1993, 15 U.S.C. 4301
et seq. (‘‘the Act’’), Semiconductor Test
Consortium, Inc. has filed written
notifications simultaneously with the
Attorney General and the Federal Trade
Commission disclosing changes in its
membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, Michael Chiu (individual
member), Somerville, MA; Octavian
Scientific, Portland, Oregon; Wright
Williams & Kelly, Inc., Pleasanton, CA;
and Zhou Feng (individual member),
Hougang, SINGAPORE have been added
as parties to this venture. Also, John
Cosley (individual member), EL Dorado
Hills, CA has withdrawn as a party to
this venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and
Semiconductor Test Consortium, Inc.,
intends to file additional written
notifications disclosing all changes in
membership.
On May 27, 2003, Semiconductor Test
Consortium, Inc. filed its original
notification pursuant to Section 6(a) of
the Act. The Department of Justice
published a notice in the Federal
Register pursuant to Section 6(b) of the
Act on June 17, 2003 (68 35913).
The last notification was filed with
the Department on January 17, 2007. A
notice was published in the Federal
Register pursuant to Section 6(b) of the
Act on March 15, 2007 (72 FR 12199).
