CP07–74–000; CP07–75–000] Sonora Pipeline, LLC; Notice of Availability of the Environmental Assessment for the Proposed Burgos Hub Export/Import Project May 15, 2007. The staff of the Federal Energy Regulatory Commission (FERC or Commission) has prepared an environmental assessment (EA) on the natural gas pipeline facilities proposed by Sonora Pipeline, LLC (Sonora) in the above-referenced dockets. The EA was prepared to satisfy the requirements of the National Environmental Policy Act. The FERC staff concludes that approval of the proposed project, with appropriate mitigating measures, would not constitute a major Federal action significantly affecting the quality of the human environment. The EA assesses the potential environmental effects of the construction and operation of Sonora’s proposed Burgos Hub Export/Import Project (Project). The Project would involve construction of approximately 29 miles of 30-inch-diameter natural gas pipeline and appurtenant facilities in Hidalgo County, Texas. Two bidirectional border crossing facilities also proposed for construction (for which a Presidential Permit has been requested under Docket No. CP07–75– 000) would consist of approximately 85 feet of 30-inch-diameter natural gas pipeline and appurtenant facilities. The purpose of the facilities is to provide up to 1,000,000 dekatherms per day (Dth/d) of new bi-directional transportation service to the Burgos Hub area of Mexico and then to the United States once new sources of natural gas become available from Mexico. The EA has been placed in the public files of the FERC.
