Issuance of the draft EIS began a 45-day public comment period which will end on May 21, 2007. In addition to accepting written comments on the draft EIS, the Commission staff will be hosting public comment meetings in the project area to accept oral comments as listed in the following table. The staff of the Federal Energy Regulatory Commission (FERC or Commission) will prepare an environmental assessment (EA) that will discuss the environmental impacts of the Kirk Compressor Station Project (Project), involving construction and PO 00000 Frm 00023 Fmt 4703 Sfmt 4703 operation of a compressor station and appurtenances by Cheyenne Plains Gas Pipeline Company (CPG). This notice announces the opening of the scoping process we will use to gather input from the public and interested agencies on the project. Your input will help the Commission staff determine which issues need to be evaluated in the EA. Please note that the scoping period will close on May 25, 2007. This notice is being sent to affected landowners within half mile of the proposed compressor station; Federal, State, and local government representatives and agencies; environmental and public interest groups; Native American tribes; other interested parties in this proceeding; and local libraries and newspapers. We encourage government representatives to notify their constituents of this planned project and encourage them to comment on their areas of concern. Project Description CPG proposes to construct a new natural gas-fired compressor station referred to as the Kirk Compressor Station which would consist of a single 10,310 horsepower gas fired compressor unit and appurtenances near Kirk in Yuma County, Colorado. The proposed Project would permit the firm transportation of an additional 70,000 dekatherms per day of natural gas to a delivery point near Greensburg, Kansas. The general location of the project is shown on the map attached as Appendix 1.1 The Kirk Compressor Station would be constructed on a 40 acre tract of land which is owned by CPG. Approximately 3.69 acres would be permanently disturbed for placement of the compressor station and access road. The current land use is fallow agricultural land. The closest residence is located more than one mile away from the proposed compressor station site (approximately 5,500 feet north northwest of the site). The EA Process The National Environmental Policy Act (NEPA) requires the Commission to take into account the environmental impacts that could result from an action whenever it considers the issuance of a Certificate of Public Convenience and Necessity.
