for public inspection:

license for a change in water surface
elevation limits for the upper reservoir.

e. Name of Project: St. Louis Project.
f. Location: The project consisting of
five headwater reservoirs and four
hydroelectric developments is located
in the St. Louis River Basin, in St. Louis
and Carlton Counties, Minnesota, and in
part on the Fond du Lac Indian
reservation.

The Commission’s Rules of Practice
and Procedure require all interveners
filing documents with the Commission

Further, if an intervener files comments
or documents with the Commission
relating to the merits of an issue that
may affect the responsibilities of a
particular resource agency, they must
also serve a copy of the document on
that resource agency. A copy of any
motion to intervene must also be served
upon each representative of the
Applicant specified in the particular
application.
k. Description of Request: Pursuant
Article 413 of the license, the licensee
filed for Commission approval an
Operating Plan for the St. Louis Project.
The licensee says that based on
consultations with the Federal and State

resource agencies and nongovernmental organizations, the Plan
reflects minor changes to the currently
authorized ramping rates, minimum
flows and headwater refill elevation at
Whiteface development.
