SUPPLEMENTARY INFORMATION: OTS may
not conduct or sponsor an information
collection, and respondents are not
required to respond to an information
collection, unless the information
collection displays a currently valid
OMB control number. As part of the
approval process, we invite comments
on the following information collection.
Comments should address one or
more of the following points:
a. Whether the proposed collection of
information is necessary for the proper
performance of the functions of OTS;
b. The accuracy of OTS’s estimate of
the burden of the proposed information
collection;
c. Ways to enhance the quality,
utility, and clarity of the information to
be collected;
d. Ways to minimize the burden of the
information collection on respondents,
including through the use of
information technology.
We will summarize the comments
that we receive and include them in the
OTS request for OMB approval. All
comments will become a matter of
public record. In this notice, OTS is
soliciting comments concerning the
following information collection.
Title of Proposal: Consumer
Protections for Depository Sales of
Insurance.
OMB Number: 1550–0106.
Form Number: N/A.
Regulation requirement: 12 CFR part
536.
Description: This submission covers
an extension of OTS’s currently
approved information collection in its
regulation found at 12 CFR part 536.
This submission involves no change to
the regulations or to the information
collections embodied in the regulations.
The information collections contained
in the regulations are as follows:
12 CFR 536.40(a). Savings
associations must make insurance
disclosures in connection with the
initial purchase of an insurance
product. The disclosure must be made
orally and in writing to the consumer
that: (1) The insurance product or
annuity is not a deposit or other
obligation of, or guaranteed by, a
savings association or an affiliate of a
savings association; (2) the insurance
product or annuity is not insured by the
FDIC or any other agency of the United
States, a savings association, or (if
applicable) an affiliate of a savings
association; and (3) in the case of an
insurance product or annuity that
involves an investment risk, there is
investment risk associated with the
product, including the possible loss of
value.
12 CFR 536.40(b). Savings
associations must make a disclosure at
the time a consumer applies for an
extension of credit in connection with
which an insurance product or annuity
is solicited, offered, or sold. The
disclosure must be made orally and in
writing that a savings association may
not condition an extension of credit on
either: (1) the consumer’s purchase of an
insurance product or annuity from a
savings association or any of its
affiliates; or (2) the consumer’s
agreement not to obtain, or a prohibition
on the consumer from obtaining, an
insurance product or annuity from an
unaffiliated entity.

The purpose of the Merit Review
Board is to provide advice on the
scientific quality, budget, safety and
mission relevance of investigatorinitiated research proposals submitted
for VA merit review consideration.
Proposals submitted for review by the
Board involve a wide range of medical
specialities within the general areas of
biomedical, behavioral and clinical
science research.
The subcommittee meetings will be
open to the public for approximately
one hour at the start of each meeting to
discuss the general status of the
program. The remaining portion of each
subcommittee meeting will be closed to
the public for the review, discussion,
and evaluation of initial and renewal
projects.
The closed portion of each meeting
involves discussion, examination,
reference to staff and consultant
critiques of research protocols. During
this portion of each subcommittee
meeting, discussion and
recommendations will deal with
qualifications of personnel conducting
the studies, the disclosure of which
would constitute a clearly unwarranted
invasion of personal privacy, as well as
research information, the premature
disclosure of which could significantly
frustrate implementation of proposed

agency action regarding such research
projects.
As provided by subsection 10(d) of
Public Law 92–463, as amended, closing
portions of these subcommittee
meetings is in accordance with 5 U.S.C.

The purpose of the Group is to advise
the Secretary of Veterans Affairs and the

and treatment of disabled veterans, and
other matters pertinent to the
Department’s Veterans Health
Administration (VHA).
The agenda for the meeting will
include discussion of environment of
care, polytrauma/medical evaluations,
an update on information technology,
and women veterans health.
