rmajette on PROD1PC67 with PROPOSALS
Federal Register / Vol. 72, No. 70 / Thursday, April 12, 2007 / Proposed Rules
stringent as the State’s requirements.
After review of this submittal, EPA
concurs with TDEC’s finding. The
proposed changes are part of the Knox
County strategy to meet the national
ambient air quality standards by
reducing the emissions of NOX, a
precursor of ozone formation. Because
of the harmful health effects of ozone,
EPA limits the amount of volatile
organic compounds and NOX that can
be released into the atmosphere. This
action is being taken pursuant to section
110 of the Clean Air Act. In the Final
Rules Section of this Federal Register,
the EPA is approving the State’s SIP
revisions as a direct final rule without
prior proposal because the Agency
views this as a noncontroversial
submittal and anticipates no adverse
comments. A detailed rationale for the
approval is set forth in the direct final
rule. If no significant, material, and
adverse comments are received in
response to this rule, no further activity
is contemplated. If EPA receives adverse
comments, the direct final rule will be
withdrawn and all public comments
received will be addressed in a
subsequent final rule based on this rule.
EPA will not institute a second
comment period on this document. Any
parties interested in commenting on this
document should do so at this time.
