The staff of the Federal Energy Regulatory Commission (FERC or Commission) has prepared an environmental assessment (EA) on the natural gas pipeline facilities proposed by Gulfstream Natural Gas System, L.L.C. (Gulfstream) in the abovereferenced docket. The EA was prepared to satisfy the requirements of the National Environmental Policy Act. The staff concludes that approval of the proposed project, with appropriate mitigating measures, would not constitute a major VerDate Aug<31>2005 17:37 Apr 04, 2007 Jkt 211001 federal action significantly affecting the quality of the human environment. The EA assesses the potential environmental effects of the construction and operation of approximately 34.30 miles of 30-inchdiameter pipeline and associated aboveground facilities in Martin County and Palm Beach County, Florida. The pipeline would commence at Gulfstream’s existing Station 712 in Martin County and would terminate at a newly constructed Station 705 that would connect to the proposed Florida Power & Light Company (FPL) West County Energy Center (WCEC) in Palm Beach County. Gulfstream has executed firm service agreement with FPL to deliver 345,000 decatherms per day (Dth/d) of natural gas to the WCEC for a primary term of 23 years. Approximately 7.15 miles of the proposed pipeline route follows the Line 700 route previously certificated by the Commission in February 2001 under Docket No. CP00–006. The EA has been placed in the public files of the FERC.
