This final rule is intended to more accurately reflect risk in the risk-based capital stress test (RBCST) in order to improve the RBCST’s output—Federal Agricultural Mortgage Corporation’s regulatory minimum risk-based capital level. In accordance with 12 U.S.C. 2252, the effective date of the final rule is 30 days from the date of publication in the Federal Register during which either or both Houses of Congress are in session. Based on the records of the sessions of Congress, the effective date of the regulations is March 31, 2007. The FAA is superseding an existing airworthiness directive (AD), which applies to certain Airbus Model A318–100, A319–100, A320–200, A321– 100, and A321–200 series airplanes; and Model A320–111 airplanes. That AD currently requires modification of the electrical bonding of all structures and systems installed inside the center fuel tank. This new AD requires modification of additional bonding points inside the center fuel tank. This AD results from a report that additional bonding points need to be modified in order to prevent electrical arcing in the center fuel tank. We are issuing this AD to prevent electrical arcing in the center fuel tank due to inadequate bonding, which could result in an explosion of the center fuel tank and consequent loss of the airplane. DATES: This AD becomes effective May 8, 2007. The Director of the Federal Register approved the incorporation by reference of certain publications listed in the AD as of May 8, 2007. On October 26, 2005 (70 FR 55228, September 21, 2005), the Director of the Federal Register approved the incorporation by reference of Airbus Service Bulletin A320–28–1104, Revision 01, dated December 8, 2004. The existing AD applies to certain Airbus Model A318–100, A319– 100, A320–200, A321–100, and A321– 200 series airplanes; and Model A320– 111 airplanes. That NPRM was published in the Federal Register on January 12, 2007 (72 FR 1467). That NPRM proposed to continue to require modification of the electrical bonding of all structures and systems installed inside the center fuel tank. That NPRM also proposed to require modification of additional bonding points inside the center fuel tank. Comments We provided the public the opportunity to participate in the development of this AD. No comments have been received on the NPRM or on the determination of the cost to the public. Conclusion We have carefully reviewed the available data and determined that air safety and the public interest require adopting the AD as proposed. Costs of Compliance The following table provides the estimated costs for U.S. operators to comply with this AD. There are approximately 720 U.S.-registered airplanes.
