Credit Amount by Qualified Energy
Resource and Facility, Refined Coal,
and Indian Coal: As required by section
45(b)(2), the 1.5-cent amount in section
45(a)(1), the 8-cent amount in section
45(b)(1), and the $4.375 amount in
section 45(e)(8)(A) are each adjusted by
multiplying such amount by the
inflation adjustment factor for the
calendar year in which the sale occurs.
If any amount as increased under the
preceding sentence is not a multiple of
0.1 cent, such amount is rounded to the
nearest multiple of 0.1 cent. In the case
of electricity produced in open-loop
biomass facilities, small irrigation
power facilities, landfill gas facilities,
trash combustion facilities, and
qualified hydropower facilities, section
45(b)(4)(A) requires the amount in effect
under section 45(a)(1) (before rounding
to the nearest 0.1 cent) to be reduced by
one-half. Under the calculation required
by section 45(b)(2), the credit for
renewable electricity production for
calendar year 2007 under section 45(a)
is 2.0 cents per kilowatt hour on the sale
of electricity produced from the
qualified energy resources of wind,
closed-loop biomass, geothermal energy,
and solar energy, and 1.0 cent per
kilowatt hour on the sale of electricity
produced in open-loop biomass
facilities, small irrigation power
facilities, landfill gas facilities, trash
combustion facilities, and qualified
hydropower facilities. Under the
calculation required by section 45(b)(2),
the credit for refined coal production for

calendar year 2007 under section
45(e)(8)(A) is $5.877 per ton on the sale
of qualified refined coal. The credit for
Indian coal production for calendar year
2007 under section 45(e)(10)(B) is
$1.544 per ton on the sale of Indian
coal.

Meeting
The Department of Veterans Affairs
(VA) gives notice under the Public Law
92–463 (Federal Advisory Committee
Act) that the Advisory Committee on
CARES Business Plan Studies has
scheduled a meeting on April 17, 2007,
at Montrose VA Medical Center,
Building 15, Room 7, 2094 Albany Post
Road, Montrose, New York. The meeting
will convene at 4 p.m. and conclude at
7 p.m. The meeting is open to the
public.

The purpose of the Committee is to
provide advice to the Secretary of
Veterans Affairs on proposed business
plans at those VA facility sites
identified in May 2004 as requiring
further study by the Capital Asset
Realignment for Enhanced Services
(CARES) Decision document.
The objective of the meeting is for the
CARES contractor to present the
business plan options, for the VA
Montrose and Castle Point campuses,
recommended to VA for further study
and those selected by VA. The
Committee will provide
recommendations to the contractor
regarding issues to be addressed in the
Stage 2 study of the options selected by
VA. The agenda will accommodate
public commentary on the issues to be
addressed in Stage 2 of the CARES
study.
Interested persons may attend and
present oral or written statements to the
Committee. For additional information
regarding the meeting, please contact
