In accordance with the Paperwork Reduction Act of 1995, this notice seeks comments concerning the National Flood Insurance Program (NFIP) Community Rating System (CRS) Coordinator’s Manual, accompanying worksheets and application form. The CRS Coordinator’s Manual is the primary document used by CRS participating communities that describes the CRS program and the community-based floodplain management activities performed by participating communities. The NFIP CRS was established by Congress in section 541, Community Rating System and Incentives for Community Floodplain Management, of the National Flood Insurance Reform Act of 1994. The CRS was established to (1) Reduce flood losses; (2) facilitate accurate insurance rating, and; (3) promote the awareness of flood insurance. The CRS encourages these goals by providing flood insurance premium discounts to policy holders in those communities that implement activities and programs that directly support the goals stated above. Consistent with the requirement that Federal assistance be supplemental, any Federal funds provided under the Stafford Act for Other Needs Assistance will be limited to 75 percent of the total eligible costs. Further, you are authorized to make changes to this declaration to the extent allowable under the Stafford Act. SUMMARY: The Federal Emergency Management Agency (FEMA), as part of its 
continuing effort to reduce paperwork and respondent burden, invites 
the general public and other Federal agencies to take this opportunity 
to comment on a proposed revised information collection. In accordance
