Advisory Committee
Summary: This notice announces
meetings of the International
Telecommunication Advisory
Committee (ITAC) to prepare advice on
U.S. positions for the OAS CITEL
Permanent Consultative Committee II
(Radiocommunication), the
International Telecommunication
Union’s Telecommunication
Development Advisory Group (TDAG)
and various Telecommunication
Standardization Study Groups.
The ITAC will meet on March 13,
2007 2–4 p.m. to prepare advice for the
meeting of PCC.II
(Radiocommunication, including
Broadcasting) of the Organization of
American States Inter-American
Telecommunications Commission
(CITEL). Location of this meeting may
be obtained by calling the Secretariat
below.
The ITAC will meet on Thursday
March 15, 2007 from 2–4 p.m. to
prepare advice on U.S. positions to be
taken at ITU-T Study Group 3 at the
AT&T Innovation Center, 1133 21st
Street, NW., Suite 210, Washington, DC.
This meeting replaces one scheduled for
March 8, 2007.
The ITAC will meet on March 15, 22,
and 29, 2007 all 2–4 p.m. all in Room
2533A of the Harry S Truman Building
to prepare advice for the meeting of the
Telecommunication Development
Advisory Group (TDAG).
The International Telecommunication
Advisory Committee (ITAC) will meet
by conference call to prepare for ITU–
T Study Groups 11, 13, and 19 on March

terminology and procedures.

ACTION: Draft notice; request for
comment.
AGENCY:
SUMMARY: The Clean Air Act (CAA)
section 176(c), 42 U.S.C. 7506(c) and
Amendments of 1990 1 require that all
Federal actions conform to an
applicable State Implementation Plan
(SIP). The U.S. Environmental
Protection Agency (EPA) has established
criteria and procedures for Federal
agencies to use in demonstrating
conformity with an applicable SIP that
can be found at 40 CFR 93.150 et.seq.
(‘‘The Rule’’).
The Rule allows Federal agencies to
develop a list of actions that are
presumed to conform to a SIP 2 for the
criteria pollutants and their precursors
that are identified in 40 CFR
93.153(b)(1) and (b)(2) and in the
National Ambient Air Quality Standards
(NAAQS) under 40 CFR 50.4–50.12.3
