of 40 CFR 2.307(h)(3), the contract with
Syracuse Research Corporation,
prohibits use of the information for any
purpose not specified in this contract;
prohibits disclosure of the information
to a third party without prior written
approval from the Agency; and requires
that each official and employee of the
contractor sign an agreement to protect
the information from unauthorized
release and to handle it in accordance
with the FIFRA Information Security
Manual. In addition, Syracuse Research
Corporation is required to submit for
EPA approval a security plan under
which any CBI will be secured and
protected against unauthorized release
or compromise. No information will be
provided to Syracuse Research
Corporation until the requirements in
this document have been fully satisfied.
Records of information provided to
Syracuse Research Corporation will be
maintained by the EPA Project Officer
for this contract. All information
supplied to Syracuse Research
Corporation by EPA for use in
connection with this contract will be
returned to EPA when Syracuse
Research Corporation has completed its
work.

EPA gives notice of a meeting of the
Good Neighbor Environmental Board.

The Board meets three times each
calendar year at different locations
along the U.S.-Mexico border and in
Washington, DC. It was created by the
Enterprise for the Americas Initiative
Act of 1992. An Executive Order
delegates implementing authority to the
Administrator of EPA. The Board is
responsible for providing advice to the
President and the Congress on
environmental and infrastructure issues
and needs within the States contiguous
to Mexico. The statute calls for the
Board to have representatives from U.S.
Government agencies; the States of
Arizona, California, New Mexico and
Texas; tribal representation; and a
variety of non-governmental officials.
Purpose: One purpose of this meeting
is to obtain feedback on the theme of the
Board’s Tenth Report, which is on the
intersection of border security and the
environment. Another purpose is to
obtain early input on the theme selected
for its Eleventh Report, natural hazards
and the environment. The meeting also
will include a strategic planning
session, a business meeting, and a
public comment session. It will be
preceded by a public press conference
to launch the Tenth Report. A copy of
the meeting agenda will be posted at
https://www.epa.gov/ocem/gneb.

Environmental Board will hold an open
meeting on Tuesday, March 13, from 9
a.m. (registration at 8:30 a.m.) to 5:30

commenting on these documents.
Therefore, EPA is extending the
comment period for an additional 5

III. What is the Agency’s Authority for
Taking this Action?
Section 4(g)(2) of Federal Insecticide,
Fungicide, and Rodenticide Act
(FIFRA), as amended, directs that, after
submission of all data concerning a
pesticide active ingredient, the
Administrator shall determine whether
pesticides containing such active
ingredient are eligible for reregistration.
Further provisions are made to allow a
public comment period. However, the
Administrator may extend the comment
period, if additional time for comment
is requested. In this case, several
stakeholders have requested additional
time to develop comments. The Agency
believes that an additional 30 days is
adequate.

Ethofumesate; Modification and
Closure of Reregistration Eligibility

AGENCY:
SUMMARY: This notice announces EPA’s
intention to modify certain risk
mitigation measures that were imposed
as a result of the 2005 Reregistration
Eligibility Decision (RED) for the
pesticide ethofumesate, and opens a
public comment period on these
changes. EPA conducted this
reassessment of the ethofumesate RED
in response to new dermal absorption
data submitted by the technical
registrant, Bayer CropScience, Inc.
These data allowed the Agency to
modify its original assumption of 100%
dermal absorption to 27% and thus
modify the ethofumesate label
requirements including: removing the 9day re-entry interval for maintenance
activity and adjusting the existing
harvest prohibition for sod from 16 days
to 3 days.
