Under that section, the FAA is charged with prescribing regulations to ensure the safe and efficient use of the navigable airspace. This regulation is within the scope of that authority because it allows this controlled airspace to be located in the appropriate section of FAA 7400.9P and represents the FAA’s continuing effort to safely and efficiently use the navigable airspace. Since this is a routine matter that will only affect air traffic procedures and air navigation, it is certified that this rule, when promulgated, will not have a significant economic impact on a substantial number of small entities under the criteria of the Regulatory Flexibility Act. This series of workshops address issues raised in a final rulemaking issued in Docket No. RM06–12–000 (70 FR 75592, December 20, 2005). The Office of Energy Projects (OEP) will host a series of workshops on Order No. 689, the final rule for Regulations for Filing Applications for Permits to Site Interstate Electric Transmission Facilities which was issued on November 16, 2006, effective February 2, 2007.1 Order No. 689 stated, in paragraph 1, that the Commission would convene conferences to assist stakeholders in understanding the implementation of this rule.
