3. Reporting: At the end of your
project period, you must submit a final
performance report, including financial
information, as directed by the
Secretary. If you receive a multi-year
award, you must submit an annual
performance report that provides the
most current performance and financial
expenditure information as specified by
the Secretary in 34 CFR 75.118. Early
Reading First grantees also are required
to meet the annual reporting
requirements outlined in section 1225 of
the ESEA. For specific requirements on

4. Performance Measures: Under the
Government Performance and Results
Act (GPRA), the Secretary has
established the following three (3)
measures for evaluating the overall
effectiveness of the Early Reading First
program: (1) The percentage of
preschool age children participating in
Early Reading First programs who
achieve significant gains on oral
language skills as measured by the
Peabody Picture Vocabulary Test-III,
Receptive; (2) the percentage of
preschool age children participating in
Early Reading First programs who
demonstrate age-appropriate oral
language skills as measured by the
Peabody Picture Vocabulary Test-III,
Receptive; and (3) the average number
of letters that preschool age children are
able to identify as measured by the
Upper Case Alphabet Knowledge
subtask on the PALS Pre-K assessment.
All grantees must provide information
on these performance measures in the
annual performance report referred to in
section VI.3. of this notice.

meeting of the Environmental
Management Site-Specific Advisory
Board (EM SSAB), Oak Ridge
Reservation. The Federal Advisory
Committee Act (Pub. L. 92–463, 86 Stat.
770) requires that public notice of this
meeting be announced in the Federal
Register.

Wednesday, February 14, 2007; 6
