Medicaid Program; Fiscal Year Disproportionate Share Hospital Allotments and Disproportionate Share Hospital Institutions for Mental Disease Limits
Consistent with the provisions of section 1923 of the Social Security Act, as amended by section 1001(a) of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 and section 6054 of the Deficit Reduction Act of 2005, this notice announces the final Federal share disproportionate share hospital (DSH) allotments for Federal fiscal year (FFY) 2005, the preliminary Federal share DSH allotments for FFY 2006, and the preliminary Federal share DSH allotments for FFY 2007. This notice also announces the final FFY 2005, the preliminary FFY 2006, and the preliminary FFY 2007 limitations on aggregate DSH payments that States may make to institutions for mental disease and other mental health facilities. In addition, this notice includes background information describing the methodology for determining the amounts of States' FFY DSH allotments.
Notice of Supplemental Grant Award to Bucks County Health Improvement Project, Inc. for a Project Entitled, “Increasing Access to Health Care for Bucks County Residents”
The Centers for Medicare & Medicaid Services has awarded a supplemental grant entitled ``Increasing Access to Health Care for Bucks County Residents'' to the Bucks County Health Improvement Project, Inc., 1201 Langhorne-Newton Road, Langhorne, PA 19047. The project period is September 10, 2002 through September 9, 2008. The Bucks County Health Improvement Project (BCHIP) proposes to provide 3 ongoing major programs, which were initiated under the parent grant. These include continuation and expansion of: The adult health clinic which has served over 3,274 patients having 9,200 visits; the dental program for needy children and adults; and the Cardiovascular Risk Reduction program. Through these programs, BCHIP provides health and dental services for vulnerable populations, including under-insured and recent immigrants. These BCHIP health services for the indigent and uninsured have helped meet fundamental physical, dental, and mental health needs for residents, including immigrant groups, who are otherwise without resources for needed care. There is concern that without additional supplemental funding, provision of these vital health care services in Bucks County would be at risk. An additional 2 years of funding will permit BCHIP to follow-on with several of their major, demonstrated successful programs delivering community care and outreach to targeted groups with serious unmet needs. Furthermore, the BCHIP consortium of public and private hospitals and outpatient health and dental providers has collaborated over the past 15 years to develop an impressively efficient administrative framework for the donation, provision and coverage of a wide array of health services for the medically indigent. Additional funding will further foster the improvement and expansion of their model for administering health care through multiple programs to the needy. Over the past 2 years, BCHIP leaders have been sharing their administrative model and experience with other health U.S. organizations and communities, including a ``Communities Joined in Action'' conference in New Orleans and quarterly Pennsylvania State Health Improvement Plan (SHIP) meetings. They plan to continue to offer guidance to providers and health organizations gleaned from their expanding, ongoing service programs under requested supplemental funding. This award is made based on the authority granted by section 1110 of the Social Security Act, which authorizes appropriations each fiscal year for grants to pay for part of the cost of research or demonstration projects that will improve the administration and effectiveness of programs.

Monument Advisory Committee Scheduled Meeting Location Change
The Bureau of Land Management (BLM) and the United States Forest Service (USFS) announce a change of meeting location for the December 2, 2006 scheduled meeting of the Santa Rosa and San Jacinto Mountains National Monument Advisory Committee (hereinafter referred to as ``MAC''). The meeting is scheduled to begin at 9 a.m. at the Mountain Station of the Palm Springs Aerial Tramway, One Tramway Road, Palm Springs, California 92262. A special FREE Tram, leaving promptly at 8:45 a.m., is being provided for all MAC members, the media and members of the public interested in attending and speaking during the Public Comment period. The focus of MAC meetings is implementation of the Santa Rosa and San Jacinto Mountains National Monument Management Plan. Members of the public and the media are encouraged to attend and participate in MAC meetings. The Public Comment period begins at 11 a.m. A sign-up sheet for speakers will be available at the entrance of the meeting room on the day of the meeting. Speakers are requested to hold their comments to five minutes. Speakers may provide a written copy of their remarks and any additional remarks for inclusion in the meeting minutes. NMFS announces changes to management measures in the commercial and recreational Pacific Coast groundfish fisheries. These actions, which are authorized by the Pacific Coast Groundfish Fishery Management Plan (FMP), are intended to allow fisheries to access more abundant groundfish stocks while protecting overfished and depleted stocks.

Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for Ceanothus ophiochilus
We, the U.S. Fish and Wildlife Service (Service), propose to designate critical habitat for Ceanothus ophiochilus (Vail Lake ceanothus) and Fremontodendron mexicanum (Mexican flannelbush) pursuant to the Endangered Species Act of 1973, as amended (Act). In total, approximately 644 acres (ac) (262 hectares (ha)) are proposed for the designation of critical habitat for these two species. Approximately 283 ac (115 ha) of land in Riverside County, California, are being proposed as critical habitat for C. ophiochilus, and approximately 361 ac (147 ha) of land in San Diego County, California, are being proposed as critical habitat for F. mexicanum.
Oil Country Tubular Goods from Italy: Extension of Time Limit for Final Results of Expedited Five-year (Sunset) Review of Countervailing Duty Order
The Department of Commerce (``the Department'') is extending the time limit for its final results in the expedited sunset review of the countervailing duty (CVD) order on oil country tubular goods (OCTG) from Italy. As a result of this extension, the Department intends to issue the final results of the sunset review no later than December 19, 2005.

The Food and Drug Administration (FDA) is announcing an opportunity for public comment on the proposed collection of certain information by the agency. Under the Paperwork Reduction Act of 1995 (the PRA), Federal agencies are required to publish notice in the Federal Register concerning each proposed collection of information, including each proposed extension of an existing information collection, and to allow 60 days for public comment in response to the notice. Amendment to Notice
This notice amends the June 30th notice (71 FR 37543) to extend the deadline to October 27, 2006, for submission of applications for the Summit only portion of the Department of Commerce Under Secretarial Business Development Mission to India and to raise the ceiling on the number of participants for the Summit portion of the Mission to 230. These changes are implemented in response to overwhelming interest on the part of the U.S. business community and an agreement on the part of the Summit sponsors in India to accommodate an increased participant base. The application for the Summit portion of the India Business Development Mission is available in a downloadable fax-back version on the event Web site: https://export.gov/indiamission. The application may also be completed and submitted online. Leaders of U.S. business, industry, education, and state and local government are among those encouraged to take part in the Summit, where strategic breakout sessions will provide access to India's high-level business, industry, and government representatives and insights into the country's trade and investment climate. The deadline to apply for the post-Summit spin-off missions to be held in Bangalore, Kolkata, Chennai, Hyderabad, Mumbai, and New Delhi remains October 2, 2006. The Food and Drug Administration (FDA) is requesting nominations for voting and nonvoting consumer representatives to serve on its advisory committees/panels that are under the purview of the Office of the Commissioner, the Center for Drug Evaluation and Research, the Center for Devices and Radiological Health, and the National Center for Toxicological and Research (NCTR). Guidance for Industry on Quality Systems Approach to Pharmaceutical Current Good Manufacturing Practice Regulations; Availability
The Food and Drug Administration (FDA) is announcing the availability of a guidance for industry entitled ``Quality Systems Approach to Pharmaceutical Current Good Manufacturing Practice Regulations.'' This guidance explains FDA's current thinking regarding advances that have been made in the quality and manufacturing sciences since the current good manufacturing practice (CGMP) regulations were issued in 1978. The guidance describes the key elements of a robust quality systems model and shows how persons implementing such a model can achieve compliance with the CGMP regulations.
Initiation of Five-Year (“Sunset”) Reviews
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating a five-year (``Sunset Review'') of the antidumping and countervailing duty orders listed below. Index of Legally Marketed Unapproved New Animal Drugs for Minor Species; Extension of Comment Period
The Food and Drug Administration (FDA) is extending to December 20, 2006, the comment period for the proposed rule that appeared in the Federal Register of August 22, 2006 (71 FR 48840). In the proposed rule, FDA requested comments on implementing regulations for the Federal Food, Drug, and Cosmetic Act (the act) entitled ``Index of Legally Marketed Unapproved New Animal Drugs for Minor Species.'' The agency is taking this action in response to requests for an extension to allow interested persons additional time to submit comments.

Extension of Period for Objection Concerning Notice of Data Availability for EGU NOX
EPA is extending the period for submission of objections concerning the notice of data availability (NODA) for EGU NOX Annual and NOX Ozone Season Allocations for the Clean Air Interstate Rule Federal Implementation Plan Trading Programs (CAIR FIP) published on August 4, 2006 for an additional 90 days with regard to cogeneration units combusting biomass (biomass cogeneration units). The period had previously been extended to October 5, 2006 for all objections and will be further extended to January 3, 2007 only for objections concerning biomass cogeneration units. Certain biomass cogeneration unit owners and operators requested the additional time to submit objections because of difficulties in collection of information relating to the application of efficiency standards for cogeneration units (as defined in the CAIR FIP) to biomass cogeneration units. For all other objections, the deadline remains October 5, 2006.

Surveillance and Response to Highly Pathogenic Avian and Pandemic Influenza in the Libyan Arab Jamahiriya
An influenza pandemic has greater potential than any other naturally occurring infectious disease to cause large and rapid global and domestic increases in death and serious illness. Preparedness is the key to substantially reducing the health, social, and economic impacts of an influenza pandemic and other public-health emergencies. On November 1, 2005, President George W. Bush announced the U.S. National Strategy for Pandemic Influenza and the following day, Secretary Michael O. Leavitt released the HHS Pandemic Influenza Plan. One of the primary objectives of both documents is to leverage global partnerships to increase preparedness and response capabilities around the world with the intent of stopping, slowing, or otherwise limiting the spread of a pandemic to the United States.\1\ Pillars Two and Three of the National Strategy set out the clear goals of ensuring the rapid reporting of outbreaks and containing outbreaks beyond the borders of the United States, by taking the following actions:
