VI.3. Reporting Requirements
You must provide ECA with a hard
copy original plus one (1) copy of the
final program and financial report no
more than 90 days after the expiration
of the award.
Grantees will be required to provide
reports analyzing their evaluation
findings to the Bureau in their regular
program reports. Please refer to
Application and Submission
Instructions (IV.3d.3) above for Program
Monitoring and Evaluation information.
All data collected, including survey
responses and contact information, must
be maintained for a minimum of three
years and provided to the Bureau upon
request.
All reports must be sent to the ECA
Grants Officer and ECA Program Officer
listed in the final assistance award
document.

The Shipping Coordinating
Committee (SHC) through the
Subcommittee on Standards of Training,
Certification and Watchkeeping will

A. Authority
Section 3023(3) of the Safe,
Accountable, Flexible, and Efficient
Transportation Equity Act—A Legacy of
Users (SAFETEA–LU) established the
Debt Service Reserve Pilot Program
under 49 U.S.C. 5323(d)(4). This section
establishes a pilot program to reimburse
not to exceed 10 eligible recipients for
deposits of bond proceeds in a debt
service reserve that the recipient
establishes pursuant to section
5302(a)(1)(K) from amounts made
available to the recipient under section
5307.
B. Background
Debt service reserves (generally one
year’s debt service requirement) are
usually required when a project sponsor
issues debt bonds) in support of its
project. The debt service reserve may
represent as much as 10 percent of the
face value of the bonds and must be
