granted access to Safeguards
Information are trustworthy and
reliable, and do not constitute an
unreasonable risk for malevolent use of
the information.
The Licensee shall comply with the
requirements of this attachment:
1. The trustworthiness and reliability
of an individual shall be determined
based on a background investigation:
(a) The background investigation shall
address at least the past three (3) years,
and, at a minimum, include verification
of employment, education, and personal
references. The licensee shall also, to
the extent possible, obtain independent
information to corroborate that provided
by the employee (i.e., seeking references
not supplied by the individual).
(b) If an individual’s employment has
been less than the required three (3)
year period, educational references may
be used in lieu of employment history.
The licensee’s background
investigation requirements may be
satisfied for an individual that has an
active Federal security clearance.
2. The licensee shall retain
documentation regarding the
trustworthiness and reliability of
individual employees for three years
after the individual’s employment ends.

SUMMARY: Notice is hereby given of the
following determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), Executive Order 12047 of March
27, 1978, the Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999, Delegation of Authority
No. 236 of October 19, 1999, as
amended, and Delegation of Authority
No. 257 of April 15, 2003 [68 FR 19875],
I hereby determine that the objects to be
included in the exhibition ‘‘Modernism:
Designing a New World 1914–1939’’,
imported from abroad for temporary
exhibition within the United States, are
of cultural significance. The objects are
imported pursuant to loan agreements
with the foreign owners or custodians.
I also determine that the exhibition or
display of the exhibit objects at The
Corcoran Gallery of Art, Washington,
DC, from on or about March 17, 2007
until on or about July 29, 2007, and at
possible additional venues yet to be
determined, is in the national interest.
