2006, Jo-Caroll Energy, Inc (JCE), 793

61028, a rural electric distribution
cooperative, filed with the Federal
Energy Regulatory Commission an
abbreviated application pursuant to
section 7(f) of the Natural Gas Act
(NGA), as amended, requesting the
determination of a service area within
which JCE may, without further
commission authorization, enlarge or
expand its natural gas distribution
facilities. JCE also requests: (i) A finding
that JCE qualifies as a local distribution
company (LDC) for purposes of section
311 of the Natural Gas Policy Act of
1978 (NGPA); (ii) a waiver of the

Baja does not propose any changes to
the transportation capacity of its
proposed expansion. The Arrowhead
Alternative is an alternative
interconnection with Southern
California Gas Company (SoCal) as
opposed to the originally proposed
Blythe Meter Station interconnection
both of which are located in Riverside
County, California, all as more fully set
