Notice is hereby given that an opportunity for a public meeting is afforded in connection with the proposed withdrawal. All interested persons who desire a public meeting for the purpose of being heard on the proposed withdrawal must submit a written request to the BLM Farmington Assistant Field Manager for Resources at the address above within 90 days from the date of publication of this notice. If the authorized officer determines that a public meeting will be held, a notice of the time and place will be published in the Federal Register and a local newspaper at least 30 days before the scheduled date of the meeting. This withdrawal proposal will be processed in accordance with the applicable regulations set forth in 43 CFR part 2300. For a period of 2 years from the date of publication of this notice in the Federal Register, the public lands described above will remain segregated as specified above unless the application is denied or canceled or the withdrawal is approved prior to that date. Licenses, permits, cooperative agreements, or discretionary land use authorizations of a temporary nature which will not significantly impact the administrative site may be allowed with the approval of the authorized officer of the BLM during the segregative period. AGENCY: SUMMARY: Under the provisions of the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.), the National Park Service (NPS) is preparing an environmental impact statement (EIS) for a General Management Plan/ Wilderness Study (GMP/WS) for Ozark National Scenic Riverways (Riverways). The GMP/WS will prescribe the resource conditions and visitor experiences that are to be achieved and maintained in the Riverways over the next 15 to 20 years. DATES: To be most helpful to the scoping process, comments should be received within 60 days from the date this notice is published in the Federal Register. Public meetings regarding the GMP/WS will be held in September 2006. Please check local media, the park’s Web site, https://www.nps.gov/ ozar; the NPS’s Planning, Environment and Public Comment (PEPC) Web site https://parkplanning.nps.gov; or contact the Superintendent to find our when and where these meetings will be held. SUMMARY: Pursuant to the authority vested in the Director of the 
Minerals Management Service by the joint bidding provisions of 30 CFR 
256.41, each entity within one of the following groups shall be 
restricted from bidding with any entity in any other of the following 
groups at Outer Continental Shelf oil and gas lease sales to be held 
during the bidding period November 1, 2006 through April 30, 2007. The
