ACTION: Proposed rule.
AGENCY:
SUMMARY: EPA is proposing to approve
a State Implementation Plan (SIP)
revision submitted by the state of
Missouri. This revision pertains to
Grossman Iron and Steel’s Source
Registration Permit, number SR00.045A.
This permit, issued by the City of St.
Louis, will control particulate matter
(PM10) emissions from Grossman Iron
and Steel Company. This proposed
approval will make the permit Federally
enforceable.
DATES: Comments on this proposed
action must be received in writing by
January 3, 2007.

are received in response to this action,
no further activity is contemplated in

public comments received will be
addressed in a subsequent final rule
based on this proposed action. EPA will
not institute a second comment period
on this action. Any parties interested in
commenting on this action should do so
at this time. Please note that if EPA
receives adverse comment on part of
this rule and if that part can be severed
from the remainder of the rule, EPA may
adopt as final those parts of the rule that
are not the subject of an adverse

ACTION: Proposed rule; request for
comments.
AGENCY:
SUMMARY: The National Marine
Fisheries Service (NMFS) is publishing
its proposed List of Fisheries (LOF) for
2007, as required by the Marine
Mammal Protection Act (MMPA). The
proposed LOF for 2007 reflects new
information on interactions between
commercial fisheries and marine
mammals. NMFS must categorize each
commercial fishery on the LOF into one
of three categories under the MMPA
based upon the level of serious injury
and mortality of marine mammals that
occurs incidental to each fishery. The
categorization of a fishery in the LOF
determines whether participants in that
fishery are subject to certain provisions

of the MMPA, such as registration,
observer coverage, and take reduction
plan requirements.
