    Take notice that on November 16, 2006, PowerSmith Cogeneration 
Project Limited Partnership filed a request for a limited waiver of the 
operating standards, pursuant to 18 CFR 292.205(a)(2), and efficiency 
standards, pursuant to 18 CFR 292.205(a)(1), for a topping-cycle 
cogeneration facility located in Oklahoma City, Oklahoma, for calendar 
years 2007 and 2008.
