July 12, 2006: The objective of RSP is
to develop a credible ‘‘response
package’’ that could be quickly and
efficiently implemented in response to
an event or as the result of intelligence
indicating a possible threat exists where
explosives would be used in a
commuter rail or mass transit venue.
The RSP is divided into two phases.
Phase I, conducted in February 2006,
did not require the collection of
personally identifiable information and
evaluated existing countermeasures
using aviation security methods that
could be implemented immediately.
Phase II is evaluating emerging
technologies with varying technological
maturity.
