Activities
The companies listed in this notice
have applied to the Board for approval,
pursuant to the Bank Holding Company
Act of 1956 (12 U.S.C. 1841 et seq.)
(BHC Act), Regulation Y (12 CFR Part
225), and all other applicable statutes
and regulations to become a bank
holding company and/or to acquire the
assets or the ownership of, control of, or
the power to vote shares of a bank or
bank holding company and all of the
banks and nonbanking companies
owned by the bank holding company,
including the companies listed below.
The applications listed below, as well
as other related filings required by the
Board, are available for immediate
inspection at the Federal Reserve Bank
indicated. The application also will be
available for inspection at the offices of
the Board of Governors. Interested
persons may express their views in
writing on the standards enumerated in
the BHC Act (12 U.S.C. 1842(c)). If the
proposal also involves the acquisition of
a nonbanking company, the review also
includes whether the acquisition of the
nonbanking company complies with the
standards in section 4 of the BHC Act
(12 U.S.C. 1843). Unless otherwise

In accordance with § 271.25 of its
rules regarding availability of
information (12 CFR part 271), there is
set forth below the domestic policy
directive issued by the Federal Open
Market Committee at its meeting held
on October 24-25, 2006.1
The Federal Open Market Committee
seeks monetary and financial conditions
that will foster price stability and
promote sustainable growth in output.
To further its long–run objectives, the
Committee in the immediate future
seeks conditions in reserve markets
consistent with maintaining the federal
funds rate at an average of around 51⁄4
percent.

Rules
Section 7A of the Clayton Act, 15
U.S.C. 18a, as added by Title II of the
Hart-Scott-Rodino Antitrust
Improvements Act of 1976, requires
persons contemplating certain mergers
or acquisitions to give the Federal Trade
Commission and the Assistant Attorney
General advance notice and to wait
designated periods before
consummation of such plans. Section
7A(b)(2) of the act permits the agencies,
in individual cases, to terminate this

NIEHS is hosting a workshop titled
‘‘Children’s Environmental Health
Research: Past, Present, and Future.’’
The goal of this workshop is to develop
new strategies for research, exposure

prevention in children’s environmental
health. Specific objectives are to
maximize the effectiveness of scientific
research—basic science, exposure
monitoring/biomonitoring,
epidemiology, toxicology, clinical
medicine and multidisciplinary
studies—and to enhance the translation
of research to the bedside, to the
community and to public policy. This
meeting is open to the public with
attendance limited only by the space
available. Time will be set aside for
public discussion. Additional

The first day will begin with
discussions of two case studies that
demonstrate the successful
implementation of evidence-based
intervention/prevention strategies that
became possible once links between
environmental exposures and a disease
in children had been identified. The
first case study will focus on lead and
neurotoxicity. Findings on the adverse
effects of lead on neurodevelopment
ultimately led to efforts to reduce
exposures to lead. Asthma will be used
as a second case study because it
provides a clear example of
environmental triggers and some
science-based prevention/intervention
strategies that are already being
implemented. The second day of the
workshop will focus on applying
lessons learned from the two ‘‘success’’
