Veterans Affairs (VA), is announcing an
opportunity for public comment on the
proposed collection of certain
information by the agency. Under the
Paperwork Reduction Act (PRA) of
1995, Federal agencies are required to
publish notice in the Federal Register
concerning each proposed collection of
information, including each proposed
extension of a currently approved
collection, and allow 60 days for public
comment in response to the notice. This
notice solicits comments for information
needed to determine eligibility of
persons applying for healthcare benefits
under Civilian Health and Medical
Program—VA (CHAMPVA) and to
adjudicate claims submitted under
CHAMPVA.
Written comments and
recommendations on the proposed
collection of information should be
received on or before January 19, 2007.

SUPPLEMENTARY INFORMATION: Under the
PRA of 1995 (Pub. L. 104–13; 44 U.S.C.
3501–21), Federal agencies must obtain
approval from the Office of Management
and Budget (OMB) for each collection of
information they conduct or sponsor.
This request for comment is being made
pursuant to Section 3506(c)(2)(A) of the
PRA.
With respect to the following
collection of information, VHA invites
comments on: (1) Whether the proposed
collection of information is necessary
for the proper performance of VHA’s
functions, including whether the
information will have practical utility;
(2) the accuracy of VHA’s estimate of
the burden of the proposed collection of
information; (3) ways to enhance the
quality, utility, and clarity of the
information to be collected; and (4)
ways to minimize the burden of the
collection of information on
respondents, including through the use
of automated collection techniques or
the use of other forms of information
technology.

will conduct a telephone conference call
meeting from 12 p.m. to 4 p.m. on
December 4, 2006, at VA Central Office,
1722 I Street, NW., Room 915,
Washington, DC.
The purpose of the Board is to
provide advice on the scientific quality,
budget, safety and mission relevance of
investigator-initiated research proposals
submitted for VA merit review
consideration.
This meeting will focus on the
clinical research program and will be
open to the public for approximately
one hour at the start of the meeting to
discuss the general status of the
program. The remaining portion of the
meeting will be closed to the public for
the review, discussion, and evaluation
of initial and renewal projects.
The closed portion of the meeting
involves discussion, examination,
reference to staff and consultant
critiques of research protocols. During
this portion of the meeting, discussion
and recommendations will deal with

qualifications of personnel conducting
the studies, the disclosure of which
would constitute a clearly unwarranted
invasion of personal privacy, as well as
research information, the premature
disclosure of which could significantly
frustrate implementation of proposed

projects.

Public Law 92–463, as amended, closing
a portion of this meeting is in
accordance with 5 U.S.C., 552b(c)(6)
