published a Notice of Intent (71 FR 60490) to prepare a Supplement to 
the ``Final Environmental Impact Statement for a Geologic Repository 
for the Disposal of Spent Nuclear Fuel and High-Level Radioactive Waste 
at Yucca Mountain, Nye County, Nevada'' (DOE/EIS-0250F, February 2002), 
and announced a 45-day public comment period ending on November 27,
