    Spindle Hill Energy LLC (Spindle Hill) filed an application for 
market-based rate authority, with an accompanying rate schedule. The 
proposed market-based rate schedule provides for the sale of energy, 
capacity and ancillary services at market-based rates. Spindle Hill 
also requested waivers of various Commission regulations. In 
particular, Spindle Hill requested that the Commission grant blanket
