    Take notice that on September 29, 2006, Duquesne Light Company 
(Duquesne) filed a petition for declaratory order requesting approval 
of incentive rate treatments in connection with a high voltage 
transmission project that it is planning to construct, or cause to be 
constructed, to enhance the reliability of 138 kV and 345 kV 
transmission service to the City of Pittsburgh, Pennsylvania and 
surrounding areas.
