The existing project occupies 2,000 acres of federal lands managed by the U.S. Department of Agriculture, Forest Service within the Plumas and Lassen National Forests and 3,900 acres managed by the U.S. Bureau of Land Management. The draft EIS contains staff evaluations of the applicant’s proposal and alternatives for relicensing the Oroville Facilities. The draft EIS documents the views of governmental agencies, non-governmental organizations, affected Indian tribes, the public, the license applicant, and Commission staff. The purpose of the project is to provide new firm transportation capacity of 130,000-dekatherms per day into the interstate natural gas system to relieve summertime curtailments of natural gas in the eastern Kentucky basin. On September 5, 2006, the Federal Energy Regulatory Commission (Commission) announced that a conference will be held in the abovereferenced proceeding on October 13, 2006, at the Federal Energy Regulatory Commission, 888 First Street, NE., Washington, DC 20426 in the Commission Meeting Room from 9:30 a.m. until 3 p.m. (EDT). The Chairman and Commissioners are expected to attend. All interested persons are invited to attend. There is no registration fee to attend. There will be two panels. The morning panel will focus on natural gas and the afternoon panel will focus on electric energy.
