The staff of the Federal Energy Regulatory Commission (FERC or Commission), in cooperation with the United States Army Corps of Engineers, has prepared an environmental assessment (EA) on the natural gas pipeline facilities proposed by Equitrans, LP (Equitrans) in the abovereferenced docket. The EA was prepared to satisfy the requirements of the National Environmental Policy Act. The FERC staff concludes that approval of the proposed project, with appropriate mitigating measures, would not constitute a major federal action significantly affecting the quality of the human environment. The EA assesses the potential environmental effects of the construction and operation of Equitrans’ proposed Big Sandy Pipeline Project. The project includes construction of approximately 68 miles of 20-inchdiameter natural gas pipeline and appurtenant facilities in Carter, Lawrence, Floyd, and Johnson Counties, Kentucky. A compressor station would also be constructed in Langley, KY. The purpose of the project is to provide new firm transportation capacity of 130,000-dekatherms per day into the interstate natural gas system to relieve summertime curtailments of natural gas in the eastern Kentucky basin. The EA has been placed in the public files of the FERC.
