PACHA was established to serve solely as an advisory body to the Secretary of Health and Human Services. The Council is composed of not more than 21 members. The agenda for this Council meeting includes the following topics: HIV/AIDS among the African America/Latino communities, HIV/AIDS prevention, and international issues.
