Even where electronic filing of a document is permitted, certain documents must also be filed in paper form, as specified in II(C) of the Commission’s Handbook on Electronic Filing Procedures, 67 FR 68168, 68173 (November 8, 2002). Additional written submissions to the Commission, including requests pursuant to section 201.12 of the Commission’s rules, shall not be accepted unless good cause is shown for accepting such submissions, or unless the submission is pursuant to a specific request by a Commissioner or Commission staff. In accordance with sections 201.16(c) and 207.3 of the Commission’s rules, each document filed by a party to the reviews must be served on all other parties to the reviews (as identified by either the public or BPI service list), and a certificate of service must be timely filed. The company plans to import bulk capsules in dosage form specifically for packaging for a clinical trial study. No comments or objections have been received. DEA has considered the factors in 21 U.S.C. 823(a) and 952(a) and determined that the registration of Aptuit to import the basic class of controlled substances is consistent with the public interest and with United States obligations under international treaties, conventions, or protocols in effect on May 1, 1971, at this time. DEA has investigated Aptuit to ensure that the company’s registration is consistent with the public interest. The investigation has included inspection and testing of the company’s physical security systems, verification of the company’s compliance with State and local laws, and a review of the company’s background and history. Importer of Controlled Substances; Notice of Registration

    By Notice dated June 1, 2006, and published in the Federal Register 
on June 8, 2006, (71 FR 33315), Cambrex Charles City, Inc., 1205 11th 
Street, Charles City, Iowa 50616, made application by renewal to the 
Drug Enforcement Administration (DEA) to be registered as an importer 
of Phenylacetone (8501), a basic class of controlled substance listed 
in Schedule II.
    The company plans to procure Phenylacetone through importation to 
be used as a precursor in the manufacture of amphetamines only.
    No comments or objections have been received. DEA has considered 
the factors in 21 U.S.C. 823(a) and 952(a) and determined that the 
registration of Cambrex Charles City, Inc. to import the basic class of 
controlled substances is consistent with the public interest and with 
United States obligations under international treaties, conventions, or 
protocols in effect on May 1, 1971, at this time. DEA has investigated 
Cambrex Charles City, Inc. to ensure that the company's registration is
