    Notice is hereby given that on September 1, 2006, a proposed 
Consent Decree (``Decree'') in United States v. Ford Motor Company, 
Civil Action No. 4:06-1311 was lodged with the United States District 
Court for the Eastern District of Missouri.
    In this action the United States sought civil penalties and
