Abstract: These standards apply to
owners or operators of dry cleaning
facilities that use perchloroethylene
(PCE). Owners or operators of such
facilities must provide EPA, or the
delegated state regulatory authority,
with the one-time notifications and
reports. The owners or operators must
also perform weekly monitoring (or
biweekly for the smaller facilities), and
must keep records for five years. The
notification and reports enable EPA or
the delegated state regulatory authority
to determine whether the appropriate
control technology is installed and
properly operated and maintained, and
to schedule inspections and/or
compliance assistance activities. The
responses to this information collection
are mandatory under Clean Air Act
Section 112 and 40 CFR part 63, subpart
M. The responses are not anticipated to
be kept confidential due to the nature of
the information collected; however, any
information submitted to the Agency for
which a claim of confidentiality is made
will be safeguarded according to the
Agency policies set forth in 40 CFR part
2.
An agency may not conduct or
sponsor, and a person is not required to
respond to, a collection of information
unless it displays a currently valid OMB
Control Number. The OMB control
numbers for EPA’s regulations are listed
in 40 CFR part 9 and 48 CFR chapter 15,
and are identified on the form and/or
instrument, if applicable.
Burden Statement: The annual public
reporting and recordkeeping burden for
this collection of information is
estimated to average 42 hours per
response. Burden means the total time,

develop, acquire, install, and utilize
