    On August 31, 2006, the Department of Energy published a notice of 
open meeting announcing a meeting of the Environmental Management Site-
Specific Advisory Board, Idaho National Laboratory 71 FR 51809. In that 
notice, the meeting was scheduled for September 19, 2006 from 8 a.m.-6 
p.m. and September 20, 2006 from 8 a.m.-6 p.m. In that notice, the
