Day-to-day management functions relative to the land would be transferred by the proposed withdrawal from the Bureau of Land Management to the Fish and Wildlife Service for inclusion in the Refuge. Administrative jurisdiction over the land would remain in the Secretary of the Interior. For a period of 90 days from the date of publication of this notice, all persons who wish to submit comments, suggestions, or objections in connection with the proposed withdrawal may present their views in writing to the Wyoming State Director of the Bureau of Land Management. Background The Commission instituted these reviews on January 3, 2006 (71 FR 135) and determined on April 10, 2006 that it would conduct expedited reviews (71 FR 27515, May 11, 2006).
