SUMMARY: The Willamette Province
Advisory Committee (PAC) will meet in
Salem, Oregon. The purpose of the
meeting is to discuss issues pertinent to
the implementation of the Northwest
Forest Plan and to provide advice to
Federal land managers in the Province.
The topics to be covered at the meeting
include status of BLM Resource
Management Plan revisions, review and
status of wildfires in the Province,
information presentation on
Environmental Management Systems for
National Forests, discussion of future
meeting topics, and information sharing.
DATES: The meeting will be held
September 20, 2006 beginning at 9 a.m.

SUMMARY: Pursuant to authorities in the
Federal Advisory Committee Act (Pub.
L. 92–463) and the Secure Rural Schools
and Community Self determination Act
of 2000 (Pub. L. 106–393), the Black
Hills National Forest’s Custer County
Resource Advisory Committee will meet
on Tuesday, September 12, 2006 in
Custer, South Dakota for a business
meeting. The meeting is open to the
public.
The
business meeting on September 12,
2006, will begin at 6 p.m. at the Black
Hills National Forest Supervisor’s office
at 25041 North Highway 16, Custer,
South Dakota. Agenda topics will
include discussion of potential projects.

SUMMARY: In response to a request filed
by IPSCO Tubulars, Inc., Lone Star Steel
Company, and Maverick Tube
Corporations (collectively, the
‘‘petitioners’’), and SeAH Steel
Corporation (‘‘SeAH’’), the U.S.
Department of Commerce (‘‘the
Department’’) is conducting an
administrative review of the
antidumping duty order on oil country
tubular goods, other than drill pipe
(‘‘OCTG’’) from Korea. This review
covers the following producers/
exporters: SeAH and Husteel Co., Ltd.
(‘‘Husteel’’) and SeAH. The period of
review (‘‘POR’’) is August 1, 2004
through July 31, 2005. The preliminary
results are discussed below in the
section entitled ‘‘Preliminary Results of
Review.’’ We preliminarily find that
both Husteel and SeAH made sales
below normal value (‘‘NV’’). If these
preliminary results are adopted in our
final results, we will instruct U.S.
Customs and Border Protection (‘‘CBP’’)
to assess antidumping duties based on
the difference between the constructed
export price (‘‘CEP’’) and the NV.

Background
On August 11, 1995, the Department
published in the Federal Register an
antidumping duty order on OCTG from
Korea (60 FR 41058). On August 1,
2005, the Department published the
notice of opportunity to request an
administrative review of the
antidumping order on OCTG from
Korea. See Antidumping or
Countervailing Duty Order, Finding, or

FR 44085 (August 1, 2005). On August
31, 2005, the Department received a
properly filed, timely request for an
administrative review of Husteel and
SeAH from petitioners and a request
from SeAH for a review of its sales. On
September 28, 2005, the Department
published a notice of initiation for this
