EPA is printing a summary of a pesticide petition received under section 408 of the Federal Food, Drug, and Cosmetic Act (FFDCA), 21 U.S.C. 346a, proposing the establishment or amendment of regulations in 40 CFR part 180 for residues of pesticide chemicals in or on various food commodities. EPA has determined that this pesticide petition contains data or information regarding the elements set forth in FFDCA section 408(d)(2); however, EPA has not fully evaluated the sufficiency of the submitted data at this time or whether the data support granting of the pesticide petition. Additional data may be needed before EPA rules on this pesticide petition. Pursuant to 40 CFR 180.7(f), a summary of the petition included in this notice, prepared by the petitioner along with a description of the analytical method available for the detection and measurement of the pesticide chemical residues is available on EPA’s Electronic Docket at https://www.regulations.gov. The rate generally cannot be lower than the Department of the Treasury’s current value of funds rate or the applicable rate determined from the ‘‘Schedule of Certified Interest Rates with Range of Maturities.’’ This rate may be revised quarterly by the Secretary of the Treasury and shall be published quarterly by the Department of Health and Human Services in the Federal Register. The Secretary of the Treasury has certified a rate of 125⁄8% for the quarter ended June 30, 2006. The discussions in both areas are continuations of previous Council discussions. Notice of Interest Rate on Overdue Debts

    Section 30.13 of the Department of Health and Human Services' 
claims

collection regulations (45 CFR Part 30) provides that the Secretary 
shall charge an annual rate of interest as fixed by the Secretary of 
the Treasury after taking into consideration private consumer rates of 
interest prevailing on the date that HHS becomes entitled to recovery. 
The rate generally cannot be lower than the Department of the 
Treasury's current value of funds rate or the applicable rate 
determined from the ``Schedule of Certified Interest Rates with Range 
of Maturities.'' This rate may be revised quarterly by the Secretary of 
the Treasury and shall be published quarterly by the Department of 
Health and Human Services in the Federal Register.
    The Secretary of the Treasury has certified a rate of 12\5/8\% for 
the quarter ended June 30, 2006. This interest rate will remain in 
effect until such time as the Secretary of the Treasury notifies HHS of 
any change.
