ACTION:
The Department of Justice (DOJ),
Bureau of Alcohol, Tobacco, Firearms
and Explosives (ATF) has submitted the
following information collection request
to the Office of Management and Budget
(OMB) for review and approval in
accordance with the Paperwork
Reduction Act of 1995. The proposed
information collection is published to
obtain comments from the public and
affected agencies. This proposed
information collection was previously
published in the Federal Register
Volume 71, Number 120, page 35947 on
June 22, 2006, allowing for a 60 day
comment period.
The purpose of this notice is to allow
for an additional 30 days for public
comment until September 13, 2006.
This process is conducted in accordance
with 5 CFR 1320.10.
Written comments and/or suggestions
regarding the items contained in this
notice, especially the estimated public
burden and associated response time,
should be directed to The Office of
Management and Budget, Office of
Information and Regulatory Affairs,
Attention Department of Justice Desk

Additionally, comments may be
submitted to OMB via facsimile to (202)

Written comments and suggestions
from the public and affected agencies
concerning the proposed collection of
information are encouraged. Your
comments should address one or more
of the following four points:
—Evaluate whether the proposed
collection of information is necessary
for the proper performance of the
functions of the agency, including
whether the information will have
practical utility;
—Evaluate the accuracy of the agencies
estimate of the burden of the
proposed collection of information,
including the validity of the
methodology and assumptions used;
—Enhance the quality, utility, and
clarity of the information to be
collected; and
—Minimize the burden of the collection

Extension of a currently approved
collection.
(2) Title of the Form/Collection:
Application for Explosives License or
Permit.
(3) Agency form number, if any, and
the applicable component of the
Department of Justice sponsoring the
collection: Form Number: ATF F
5400.13/5400.16. Bureau of Alcohol,
Tobacco, Firearms and Explosives.
(4) Affected public who will be asked
or required to respond, as well as a brief
abstract: Primary: Business or other forprofit. Other: Individuals or households.
Abstract: The purpose of this collection
is to enable ATF to ensure that persons
seeking to obtain a license or permit
under 18 U.S.C. Chapter 40 and
responsible persons of such companies
are not prohibited from shipping,
transporting, receiving, or possessing
explosives.
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: There will be an estimated
10,000 respondents, who will complete
the form within approximately 1 hour
and 30 minutes.
(6) An estimate of the total burden (in
hours) associated with the collection:
There are an estimated 15,000 total
burden hours associated with this
collection.

Notice Pursuant to the National
Cooperative Research and Production
Act of 1993—National Glass
Association
Notice is hereby given that, on July
11, 2006, pursuant to section 6(a) of the
National Cooperative Research and
Production Act of 1993, 15 U.S.C. 4301
et seq. (‘‘the Act’’), National Glass
Association (‘‘NGA’’) has filed written
notifications simultaneously with the
Attorney General and the Federal Trade
Commission disclosing (1) the name and
principal place of business of the
standards development organization
and (2) the nature and scope of its
standards development activities. The
notifications were filed for the purpose
of invoking the Act’s provisions limiting
the recovery of antitrust plaintiffs to
actual damages under specified
circumstances.
Pursuant to Section 6(b) of the Act,
the name and principal place of
business of the standards development
organization is National Glass
Association, McLean, VA. The nature
and scope of NGA’s standards
development activities are: The
development of a Repair of Laminated
Automotive Safety Glass Standard
(‘‘ROLAGS’’). The goal of ROLAGS is to
provide a nationally recognized
standard to aid in the decision to repair
or replace damaged laminated auto
glass; to assist the public to understand
what is achieved through windshield
repair; to encourage technicians to
follow the industry’s best practices; and
to codify a consensus statement of the
industry’s best practices.
