The issuance of an ‘‘interim-final rule’’ may be followed under the ‘‘goodcause’’ exemption of 5 U.S.C. 553(b)(3)(B) as ‘‘impracticable’’ or ‘‘contrary to the public interest.’’ In this instance, good cause exists because NARA must institute these changes at the beginning of the next fiscal year, which does not leave sufficient time for NARA to issue a final rule following the 45 day comment period under this notice. This rule is not a significant regulatory action for the purposes of Executive Order 12866 and has not been reviewed by the Office of Management and Budget. As required by the Regulatory Flexibility Act, I certify that this rule will not have a significant impact on a substantial number of small entities because it affects individual researchers and museum visitors. Therefore, the Regional Administrator is establishing a directed fishing allowance of 3,558 mt, and is setting aside the remaining 50 mt as bycatch to support other anticipated groundfish fisheries. In accordance with § 679.20(d)(1)(iii), the Regional Administrator finds that this directed fishing allowance has been reached. This requirement is impracticable and contrary to the public interest as it would prevent NMFS from responding to the most recent fisheries data in a timely fashion and would delay the closure of northern rockfish in the Central Regulatory Area of the GOA. NMFS was unable to publish a notice providing time for public comment because the most recent, relevant data only became available as of July 19, 2006.
