items. The other agencies published a
separate Federal Register notice on June
19, 2006 (71 FR 35325) and will each
separately submit their SAR information
collection to OMB.
Several commenters suggested that
the agencies provide a test site for filing
electronic submissions. Due to time
constraints, FinCEN is unable to provide
a test site; however, respondents will
have a six-month transition period
before being required to use the revised
reporting form for submitting data.
Two commenters stated that the
overall burden estimate appeared to be
low even though it was increased from
thirty minutes to one hour. One
commenter specifically noted that the
burden estimate did not account for
regulatory compliance, fraud detection,
and mitigation. While important, these
regulatory requirements are outside the
scope of the burden calculation required
by the Paperwork Reduction Act. The
agencies, however, continue to welcome
comments from the industry and would
reevaluate and make adjustments to the
burden, as appropriate.
Several commenters expressed
concern over the new format of the
reporting form and whether it would
cause important information to be
omitted by respondents. The agencies
rearranged data items on the reporting
form, per law enforcement request, to
improve the usefulness of the data.
Also, additional clarifications were
included in the instructions to provide
respondents with better guidance on
how to submit the revised data.

Act of 1956 (12 U.S.C. 1841 et seq.)
(BHC Act), Regulation Y (12 CFR part
225), and all other applicable statutes
and regulations to become a bank
holding company and/or to acquire the
assets or the ownership of, control of, or
the power to vote shares of a bank or
bank holding company and all of the
banks and nonbanking companies
owned by the bank holding company,
including the companies listed below.

as other related filings required by the
Board, are available for immediate
inspection at the Federal Reserve Bank
indicated. The application also will be
available for inspection at the offices of
the Board of Governors. Interested
persons may express their views in
writing on the standards enumerated in
the BHC Act (12 U.S.C. 1842(c)). If the
proposal also involves the acquisition of
a nonbanking company, the review also
includes whether the acquisition of the
nonbanking company complies with the
standards in section 4 of the BHC Act
(12 U.S.C. 1843). Unless otherwise

Lingjie Zhao, University of Iowa:
Based on the investigation reports
drafted by the University of Iowa (UI)
and additional analysis conducted by
ORI in its oversight review, the U.S.
Public Health Service (PHS) found that
Lingjie Zhao, former Doctoral Student,
UI, engaged in research misconduct.
