Notice is hereby given that, on May
16, 2006, pursuant to section 6(a) of the
National Cooperative Research and
Production Act of 1993, 15 U.S.C. 4301
et seq. (‘‘the Act’’), Southwest Research
Institute: Cooperative Research Group
on High Efficiency Durable Gasoline
Engine (‘‘Hedge’’) has filed written
notifications simultaneously with the
Attorney General and the Federal Trade
Commission disclosing changes in its
membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, Honeywell International,
Inc., Torrance, CA; and Ivenco
Motorenforschung AG, Arbon,
SWITZERLAND have been added as
parties to this venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and HEDGE
intends to file additional written
notification disclosing all changes in
membership.
On June 10, 2005, HEDGE filed its
original notification pursuant to section

to the Office of Management and Budget
(OMB) for review and approval in
accordance with the Paperwork
Reduction Act of 1995. The proposed
information collection is published to
obtain comments from the public and
affected agencies. This proposed
information collection was previously
published in the Federal Register
Volume 71, Number 19, page 4935 on
January, 30, 2006, allowing for a 60 day
comment period.
The purpose of this notice is to allow
for an additional 30 days for public
comment until July 28, 2006. This
process is conducted in accordance with
5 CFR 1320.10.
Written comments and/or suggestions
regarding the items contained in this
notice, especially the estimated public
burden and associated response time,

(4) Affected public who will be asked
or required to respond, as well as a brief
abstract: Primary: A party who appeals
a decision of a USCIS officer to the
Board of Immigration Appeals (Board).
Other: None. Abstract: A party affected
by a decision of a USCIS officer may
appeal that decision to the Board,
provided that the Board has jurisdiction
pursuant to 8 CFR 1003.1(b). The party
must complete the Form EOIR–29 and
submit it to the USCIS office having
administrative control over the record of
proceeding in order to exercise its
regulatory right to appeal.
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond/reply: It is estimated that 2,971
respondents will complete the form
annually with an average of thirty
minutes per response.
(6) An estimate of the total public
burden (in hours) associated with the
collection: There are an estimated
1485.5 total burden hours associated
with this collection annually.
