    In accordance with the National Environmental Policy Act of 1969 
and the Federal Energy Regulatory Commission's regulations, the Office 
of Energy Projects has reviewed the application by the licensee to 
install a fifth turbine in the project powerhouse, rated at 850 kW, 
with a maximum hydraulic capacity of 210 cfs. The project is located on 
the Winooski River in the townships of Essex Junction and Williston, 
Vermont. An environmental assessment (EA) has been prepared.
