The lessee agrees to new lease terms for rentals and royalties of $5.00 per acre or fraction thereof, per year, and 162⁄3 percent, respectively. The lessee paid the required $500.00 administrative fee for the reinstatement of the lease and $166.00 cost for publishing this Notice in the Federal Register. The lessee met all the requirements for reinstatement of the lease as set out in Sections 31(d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate lease NMNM 32458, effective the date of termination, December 1, 2004, under the original terms and conditions of the lease and the increased rental and royalty rates cited above. SUMMARY: Pursuant to section 202 of the Federal Land Policy and Management Act (FLPMA) of 1976 (43 U.S.C. 1712) as amended, the Bureau of Land Management (BLM) has prepared an Environmental Assessment/Resource Management Plan (RMP) Amendment for a proposed shooting range. This document, available online at https:// PO 00000 Frm 00093 Fmt 4703 Sfmt 4703 35699 www.blm.gov/az/env_docs/library/ shooting_range_ea.pdf, analyzes the effects of the proposal on public lands and of amending the RMP to allow for disposal of land necessary for the shooting range and special management designation of land necessary for the buffer, for the Boundary Cone road alternative as described in Supplementary Information below. Pursuant to section 212 of FLPMA, the BLM has examined and found suitable for conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act (43 U.S.C. 869 et seq.), as amended, two parcels of public land, as described in Supplementary Information below, in Mohave Valley near Bullhead City, Mohave County, Arizona. This notice invites comments on BLM’s classification of that land as suitable for conveyance under the R&PP Act. Protests regarding the proposed land use plan amendment must be postmarked by July 21, 2006. Comments regarding R&PP classification of public land must be postmarked by August 7, 2006. ACTION: Notice of reinstatement of terminated oil and gas lease.

SUMMARY: Under the Class II provisions of Title IV, Public Law 97-451, 
the Bureau of Land Management (BLM) received a petition for 
reinstatement of oil and gas lease NMNM 32458 from the lessee, OXY USA 
WTP LP., for lands in Lea County, New Mexico. The petition was filed on 
time and was accompanied by all the rentals due since the date the 
lease terminated under the law.
