AGENCY:
SUMMARY: EPA is proposing an
amendment to its Clean Water Act
(CWA) regulations to expressly exclude
water transfers from regulation under
the National Pollutant Discharge

program. The proposed rule would
define water transfers as an activity that
conveys waters of the United States to

commercial use. This proposed rule
focuses exclusively on water transfers
and is not relevant to whether any other
