The proposed market-based rate tariffs provide for the sale of energy, capacity and ancillary services at market-based rates. The Shell Companies also requested waiver of various Commission regulations. The Director’s order also stated that the Commission would publish a separate notice in the Federal Register establishing a period of time for the filing of protests.
