The proposed market-based rate schedule provides for the sale of energy, capacity and ancillary services at market-based rates.     Rumford Falls Hydro LLC (Rumford LLC) filed an application for 
market-based rate authority, with an accompanying rate schedule. The 
proposed market-based rate schedule provides for the sale of energy, 
capacity and ancillary services at market-based rates. Rumford LLC also 
requested waiver of various Commission regulations. In particular,
